The 2026 B-BBEE legislative landscape has moved beyond mere "Level 1" status. The latest amendments have introduced aggressive new targets specifically for 100% Black-owned entities. We are seeing the introduction of a 15% procurement target for 100% Black-owned EMEs and QSEs respectively, alongside a massive 25% target for procurement from 100% Black-owned enterprises of any size.
The implications for South African corporates are profound. Many entities that were previously compliant by using 51% Black-owned suppliers will find themselves falling short of these new, narrow-focus benchmarks. Furthermore, bonus point recognition has shifted. The previous focus on "Designated Group" suppliers at a 51% level has been upscaled to require 100% ownership to trigger those critical additional points.
To maintain your B-BBEE level, your procurement department must move from passive certificate collection to active supplier development. This involves identifying 51% owned partners and assisting them in ownership transitions, or scouting for 100% owned micro-enterprises that can be scaled into your supply chain.
